'96 Civic no crank, no headlights
My '96 Civic has been parked for 3 months, but now has no crank, no headlights. Only the horn works
I charged the battery and cleaned the battery posts and used a multimeter to determine that there is 12.6 volts at the cables and that the voltage from the positive battery post to chassis ground is 12.6 volts. The fuses next to the battery are ok.
EDIT: from the starter positive post to the chassis ground is 12.6 volts.

check fuses next
under the hood
not winter and warm engine so that they will try to get under the hood, but do check for rodents chewing wires too

The fuses next to the battery test ok. The 80 amp power distribution circuit has 12.6 volts but the headlight switch circuit fuse has no voltage. The ignition circuit fuse has no voltage but I think that depends upon the key being in the 'on' position.

oh, sorry, i missed that you checked fuses on your first post...
i would then go for a starter?
smack it a few times, sometimes the solenoid gets stuck

The headlight fuse #48 should be hot at all times, but it has no power. The ignition fuse #42 should also be hot at all times but have no power
Again the power distribution fuse #41 is good and has 12.6 volts.

I removed the bottom of the fuse box. Looks like water damage. I might be able to clean it up. I had parked the Civic under a tree, looks like leaves built up a dam and caused water from the windshield to flow into the fuse box. Pretty nasty looking. I think this is the problem.

I cleaned the connectors on the bottom of the fuse box and now have interior lights and turn signals. I'm still not getting continuity to the headlights and ignition fuses. There is a voltage drain as the battery is nearly discharged. Can I cut the fuse box open to clean inside? Or should I just buy a used fuse box?
