All power door locks not functional. Fuses OK

Hello! I have a 2004 Honda Civic Si Hatchback. Ive got everything on it working properly except for the power door locks now.

So its a two door. When I hit the locking switch or use the key fob it does lock and unlock the trunk. However, the two doors do not move at all unless I manually push/pull their lock-****-things at the top of the door.

There is a relay that sounds like it clicks 4 times under the dash when I do this. Im assuming its 1 click on 1 click off and does it for each door. But like I said, nothing happens.

I checked the under hood fuses 16 and 9. Both are good after doing both visual inspection and multimeter test on each.

Is there any other fuses to check? I cant imagine BOTH actuators went out, right?
Any info is appreciated!

It would be worth your time to check the lock actuators. They are all powered from the same fuses, separate relays though. Unplug the actuator and measure voltage across the two lines. +/- 12V when locking/unlocking.

i initially wanted to do that before posting. However, im fearful of damaging that plastic weatherproofing thing thats on the inside of the door. Im assuming the glue is hardened after all these years and ill have to cut it. How vital is that weatherproofing to the car door? Can I live without buying a new one if I tear it?

Use a razor to cut the glue, if the driver's actuator is bad it might not let the passenger door unlock
