The b18c3 has 197hp, yes. Its from the EDM Type-R Civic and Type-R Integra, if you can find one it will cost a minimum of $3500 and its not a good motor to turbo.
B18c is seriously the best candidate, you can find them for $200 without much trouble. $289 isn't a great deal for any old Honda engine, thats going rate at best.

I was boosted for a year and a half.. did it the half assed way and learned a lot of what to do and what not to do. I'm rockin bolt ons at the moment.

my engine management is the VAFC-II I have in my car. TERRIBLE way to do it. My car wouldn't come out of limp mode after a year and I didn't trust any shops around my area at the time.

Hm.. it's be kinda hard without seeing it, especially if you didn't put it all together yourself. We are talking about the car in the first post, right?
Look around for any sort of aftermarket electronic boxes, may or may not have a sort of display on it. If the last owner went with a standalone unit, then it'd be harder to tell. If it's an AEM EMS, it'd be a black or silver box with "AEM" on the broad side of it.

just re-read this part.. The turbo bug's been biting hard man.. I have another piggyback that I'm gonna use if I go boost again, just because I'm too poor for k-pro. At least it's an AEM FI/C. I have the turbo chillin in my room right now.. lol

You might not have an ems, look at the ECU and see if there is something connected to it.
I just forgot to type the 1 lol, b18c is another rare expensive motor. There were a few b18 motors produced, the b18c1 is the best for a few reasons. Its cheap, there are ton bolt ons, it has a higher displacement than the b16... The b18c1 is the base 1.8 liter, the b18c1, b18c3 and b18c5 are more powerful but extremely rare and expensive. The other b18s also run higher compression which is a disadvantage if you're turbo'd.

Ah, just to an a/f sensor.. I'd ask the last owner what they used for engine management, just to be 100% sure

Damn, you weren't kidding, right on the turbo.. That sensor can be installed anywhere within 18" from the turbo discharge.. Lol

Re: no idea if this is a good set up or not
Thats a wide band controller, it plugs into the 02 sensor to control the A/F mixture but it doesn't give you to much control.
