Gauge cluster lights out
I have a '95 Civic and all lights in the gauge cluster area are out. The fuse (#11, I believe) is fine (the tail lights and license plate lights work). The lights in the buttons to control the heat/AC vent outputs work, too, for what that's worth.
Am I correct to assume that if one bulb burns out, the rest should still work? I can't imagine that all the bulb in the gauge cluster burned out at once, so I assume the issue is elsewhere. Also, I did check the dimmer switch, hoping that I had somehow just turned it all the way down -- no luck.
I've found videos on how to remove the gauge cluster, but before I start that I was wondering if anyone had any suggestions on where to focus first. Thank you!

Is it likely that all lights would burn out at the same time, or does the fact that all of them are out indicate it's more likely some other issue? Maybe it's just a loose connector, although I haven't done any mods to the car. I guess I'll take the cluster out this coming weekend and see what looks suspicious.

You mention the hvac lights still work (assuming you mean their illumination) they are on the same dimable circuit.
All at once...? hard to say. Maybe an open circuit leading to clusters illumination, but you should be able to look at the illumination bulbs close and tell if they are open (assuming the glass is not all black inside)

For the HVAC lights, I meant the lighting behind the buttons used to change the ventilation from the footwell to defrost, dash vents, etc. Hopefully something will stick out when I remove the gauge panel. I'll update post this weekend with any new info (or, hopefully, a resolution!).

Quick update: later in the week, the SRS light stayed on, which was likely due to me pulling each fuse to check it. I reset the SRS light and after that, the gauge lights functioned again (which rules out the bulbs). Unfortunately that only last a day, as the lights are back out again. I'll try resetting the SRS light again to see what happens but I'm assuming there's a short somewhere, never easy to find! Any ideas are appreciated.
i have the exact same problem where all the interior lights work on my 94 DX but the backlights for the cluster are all out. i have not done anything yet but i was going to pull out the old ones and put some soft white bright wide LEDs in there to see if that fixes it. The bulbs are pretty cheap, about 2-3 bucks. but i did not even think of a short somewhere on the cluster. when my bulbs come in and i work on trying to fix the issue, if it has not been resolved yet ill update you all because i am going follow this and try and fix mine as well.

When replacing your dashboard / panel lights, buy #2721 bulbs from your local parts dealer. They fit the best! I just replaced two bulbs on my 02 Civic. Dealership wanted $100 to do the job, but $5 later and 30mins, my dash was fully lite.
