Air conditioning problem of heater Climate Control purchased secondhand in China

I bought the Heater Climate Control from AliExpress and installed it in my car, other functions work normally, but the air conditioner doesn't work. It changes to "A/C ON" on the lcd of it,
but The air conditioner compressor in the red circle does not turn even when the air conditioner is turned on, and the relay was replaced with a new product, but the problem is also the same.

How can I repair it? Please help me. Summer is coming. Summer in Korea is too hot.

※ I am Korean and Civic in Korea uses heater panel that looks like this.

I ordered this product for the second time and they all have the same problem.

I have this OBD2 diagnostic device.
