P1361 Code and Limp mode

My 2001 Honda Civic EX starts right up but, kicks up the P1361 code anywhere from 3 to 6 times until the car reaches normal operating temp. Once there, it runs fine. It's only on initial cold start up.
It has a new reman transmission. New reman cylinder head, new camshaft, new cam gear, new timing belt(timing checked and rechecked 3 times) new OEM Cam and Crank sensors, new water pump, new alternator, new accessory belts, new spark plugs, new coils. I've traced the cam and crank sensor wiring....all looks great. It's been to the Honda dealer. They tried new sensors, new plugs, new coils and nothing worked. Cylinders are all within 5-7 psi of each other in compression. Any ideas? I'm at a complete and utter loss.

do you still have your old camshaft gear wheel? compare them to see if different

Yes. I have to have it hooked up when I first start it. I have to clear the P1361 several times while it warms to full operating temp. Once it's warmed up, it runs fine. Once it completely cools to a cold start condition, back to clearing the code again.

I would have suggested looking at the cam sensor harness side terminals. Clean them really good, make sure they are not spread/damaged. I would have expected the dealer to do this.

There are troubleshooting steps for P1361 in the service manual, have you run through it? I also would have expected the dealer to do this.

You say that you have to have your scanner hooked up to start. This screams intermittent ground. Check your grounds, particularly the one at the thermostat.

^ I think he meant that he only had it hooked up to check if something would pop up when starting the first time?
