Fuel pump only primes when it feels like it.
I've been getting an issue lately with my 2000 civic where (not all the time) but sometimes when I get into the vehicle I go to start it and get crank but no fire. So naturally, I went straight to spark, fuel, air, and compression.
(Quick note if it helps any, the vehicle is a 2000 honda civic with a b18b1 swap with a rich fuel tune with misc bolt ons with manual trans)
Anyway when the problem originally occured i naturally went to the basics of diagnosis. The first thing I did was spray starting fluid into the intake. The engine fired but then died shortly after. Immediately I knew it had something to do with the fuel deliver system. So I started with checking if the pump was priming. Got no prime out of the pump... then I checked the relay for the clicks... it clicks as it should, then check the fuse... fuse is fine, then I cracked open the filter to see if it had pressure and nothing sprayed out. So I assumed it was the pump that was bad.
So I went and got a new pump, installed it, went to test if it fixed the problem. Motor cranks but still no fire. So with the new pump in i went and double checked relay, fuse, and pressure to the filter. Everything checked out except for the pressure to the filter.
confused and out of ideas I messaged a friend to see if they had any ideas. They asked me if the rpm gauge had a read out when cranking the motor. So i got in, went to "start the engine" to see if it had a read out. And sure enough the motor fired right up.
I was suprised to fired up so I just assumed it had a clog in the line somewhere. Then the next morning went to fire it up.... crank.... no fire.... no pump priming. Went to work and came back and tried to start it again, pump primed.... and fired right up.
So, just as a summary, I am lost as to why my fuel pump decides to prime randomly. Keep in mind my relay clicks every time I turn the key, my fuse is fine and not burnt and when the pump does prime i am getting pressure. Brand new pump as of 3 days ago and I have tested both pumps wired externally to 12v and both of them work perfectly fine.
Please help, I'm tired of getting stuck at random places for hours until my car decides it likes me.

is it possible for the relay to click but not let power through to the pump? Cause it clicks just pump doesn't kick on from time to time.

There's also the main relay (PGM/FI relay). How do the electrical connections look on the pump?

That is absolutely possible. Just a few months ago I quickly diagnosed a friend's A/C not working as a failed clutch or some other issue with the compressor. Come to find out the relay was failing. Measured battery voltage at the clutch but as soon as the clutch was connected, nothing.
