Hey all:

To start, I have read through a bunch of posts before coming here for some direction. A little background: I was driving my 99 civic VP on the highway last week when it all of a sudden died. Pulled to the shoulder (harrowing in rush hour traffic) and tried to restart. No dice. Would crank but not turn over. Had the car towed home to investigate. I have spark, injection pulse/RPM signal, timing looks fine. Fuses 13, 31 and 44 are fine. Tested each circuit and am getting power. Ground at thermo housing was clean and tight. Main relay tested fine. I get 12v at the pump while key ON (II) but no power while cranking. Tested fuel pump ground under seat and I have continuity. Relay clicks while cranking but there is no power going to the pump. Still crank no start. I have not tested the ecu yet. Am I forgetting something?

Fuse 31 should have power when ignition is in crank position, it looks like it should be dead all other times. Did you verify?

Yup. Just verified. I only have power at Fuse 31 when cranking.
