99 civic crank no start in the morning

My 99 civic is consistently failing to start in the morning. I live on the coast so it could be humidity related or cold. I have replaced the ignition coil and control module with no change. There is no spark at all four plugs when it won't start. There is voltage getting to the coil. The distributor cap is dry but there is a bit of corrosion on the contact points. I have ordered a replacement cap just in case. The plug wires look fine and the spark plugs look good. Ideas??

Did you use a Honda oem (TEC or Hitachi) coil and control module? Those a cheap aftermarket replacement coils sold online are a no good.

You checkada relay, paisan?
Iffa you car has a manual transmission maybe the clutch safety (interlock) switch is a broken or going bad eh?
