Pulley moved while changing harmonic balancer
Attempting to replace the harmonic balancer/crank pulley. While trying to loosen the bolt the crank socket tool popped out and the pulley moved slightly. from what I know this happening moves the valves, could they possibly be open in the cylinders now? Or would turning on the engine damage things. The pulley only moved maybe an inch but I dont want to risk anything.

If you never disconnected the timing belt, then you are fine.
If the belt was off then you have more work ahead of you. don't loose the small metal key that aligns the pulley when you remove/replace it.

Only belts that are off are power steering and AC/alt belts. Haven't opened up or touched the timing belt at all. So I'm all set, if I change this pulley and put the belts back on starting will be fine?

Make sure to torque it to spec and tension the belts properly, and then yes it should be fine.
