Car revs and accelerates on its own while on P, on D or R.

I have got an issue with my honda civic 2012 LX which mechanics have been finding it difficult to solve. The cars RPM on the dash board fluctuates, that means it revs softly on its own, even when it’s on P, and when D or R it moves without me using the accelerator pedal, and most times the RPM on the dashboard is mostly over 1” sometimes it might be lower, other times it might be higher, and when I’m driving the speed won’t exceed the 3” on the RPM (on the dashboard). The car drives sluggishly, and I can’t always over take cause I don’t trust if it will move on time or it will not move on it. What is causing this issue, got an idea?
