Issue:
I have a 2013 Honda Civic LX with starting issues. It Intermittently starts up. When it doesn't start, there is no sound at all.
What I've done so far:
I replaced the battery.
I would check the voltage, which is above 12.5 V (Automobile off)
Voltage of battery with it on, when it does turn on is always above 13 V (tells me the alternator is charging the battery, which tells me the alternator is good).
I removed the starter (harder than hell) and took it to Auto zone where they tested it and it passed multiple times.
I put it back in and it would work the same way, starting intermittently still.
Someone advised that it might be the Relay, so I purchased a Starter Relay Cut-off from Auto zone. I want to replace it to see if this resolves the issue, but my issue to date is that I just don't know where to put it on either fuse box (under hood or under steering wheel). I haven't been able (along with Auto zone) find where it goes in the fuse box. If anyone could point me to where this relay needs to go, it would be great! Or, give me any suggestions on what I need to do next.

So sometimes the starter doesn't crank.
Does it make a single loud click instead? (from the engine compartment)
Idiot lights on the display all work normally while it does not start?
If you twist the key several times in a row does the starter eventually work again?

Yes, sometimes the starter doesn't crank (nothing happens when i turn the key)
The only noise I hear is the key turning in the ignition.
The Idiot lights do turn on when it doesn't start.
Most of the time after it doesn't start the first time i turn the key, it starts right away the second time i turn the key (starts normally with no delay).
