No Start No Crank Issue

No Start No Crank Issue

I have a 2001 Honda Civic LX. The battery and the starter are both good. Clearly I have an electrical problem of some kind. Both of my battery connections are good and the positive wire is giving me a good reading on my multimeter where it connects to the starter. Obviously the fuse box under my hood is fine as well. Where do I need to look next?

Does the rest of the car get power when you turn the key to the "ON" position?
