I got a 2002 Honda civic ex with 1.7 vtec
At 3500 rpm it acts like hitting a rev limiter.
I can not figure out what it would be.
One person said camshaft postion sensor but others say no. Any help would be greatly appreciated.

Is there a check-engine light on?
Sounds like you’re in limp mode, which usually results from a faulty cam position sensor. Easiest way is with an OBD2 reader, provided there is a check-engine light.

yes check engine light is on haven't gotten it read tho don't know anyone with reader

AutoZone will do it for free.
It sounds like it’s a cam position sensor issue, but that may not necessarily mean it needs a new sensor. Now would be a good time to check when critical components were last replaced (i.e timing belt: limp mode will engage if it skips teeth)

Timing belt is a bit of a pain in the *** to replace. Not difficult, just super time-consuming. You’re about half-way to needing a new one, but it should be fine. I’m trusting that he changed it correctly when I say that.
Sensor is easy to change, so you should hope it’s just that.

That’s my guess given the information you’ve told me. Assuming it still runs fine (up to 3500 obviously) then I see no reason for it to be anything else.
Is the engine hesitating or bogging at all? Crappy idle? Hard to start?

Make sure you only use an OEM Honda sensor, don't use a cheap one from the parts store

check oil levels - that's the easiest step.
VTEC controlled by oil pressure, if it is low it will throw a limp mode

I can't answer for him but came here looking to find the answer to the exact same problem on the exact same car. Turned out to just be low oil. Freaking oil change place left the drain plug loose. Checked the oil, didn't even show on the stick. Borrowed mom's car to get a few quarts, filled it up and she runs great again. That's also when I noticed the puddle on the ground and oil dripping from the drain plug.
