sometimes when the cable gets too loose from normal usage, pressing the gas pedal to the floor won't be able to open the throttle body completely like it should. so you would never get full throttle hp. Tightening it makes sure it will open fully. it just removes slack in the cable.

the car will respond nanoseconds quicker! hehe...
it gets rid of that annoying little gap that you have between pusing the gas pedal and the car actually responding to throttle input.
infact, I have to do it again soon. I don't know why, but does the thing actually come loose over time?

Basically on the driver's side behind the engine (the blue hose and reservoir will not be in your engine). The air intake (or stock filter box) to the left and brake fluid reservoir at the top right.

You will have two cables if you have cruise control. The cable to the bottom of the picture is the cruise, the cable with the pink nut is the throttle cable.

Never looked into this, but my throttle response is off. At a light, I have to give a little more than feather just to get the car rolling. I bet its contributing to my low MPG's, since I am giving the car more gas to get it going.
I'm going to give this a try tomorrow.

^^^
Thats my problem, I do launch quickly, I give too much gas because my car feels overly sluggish. I'll try the throttle cable adjustment, I can always revert back to the way it was.

no all you do is tighten the cable that connects your gas pedal to the throttle body. so that when you press the gas, there won't be a pause in acceleration as the slack tightens up. actually the factory spec calls for 0.5 inch of slack but when i did mine it was more like 2 inches. if its too loose, you won't be getting all the power that the engine has because the throttle plate will never open fully when the gas pedal is floored. just make sure there is a few mm of play when you tighten it so that the throttle body doesn't stick open. you'll know because the idle will be sticking when you press the gas.
