Steering Returnability - Left turns 99EK

Steering Returnability - Left turns 99EK
Hey All,
Having some issues with the steering returnability in a 99 EK.
- Power steering
- Right turns wheel returns normally after turns
- Turning left, wheel does not return at about from 0-40 deg, further turns it will start returning, but hesitates at the 40deg mark.
- Recently swapped out inner outer tie rods / rack ends and had it aligned
Any ideas? had a possible lower ball joint issue come up, bad rack a possible bad alignment but if you have any other ideas i can look into before i do that it would be appreciated.
