Cant shift out of park

1994 civic dx ..So i just replaced my heater core and I put everything back together all the wires are plugged back in my brake lights dont work but they do work when o wave my lights on i checked the stoplight switch the neutral saftey switch the neutral saftey solonoid ot kicks when i turn the key on but not when i press the break i dont know what else it could be please help me out yall thanks

brake lights dont work but they do work when o wave my lights on
Figure out the brake lights problem first, and the shift lock will probably work again.
Coupe/sedan/hatch all have different wiring diagrams and I don't know which car you have.
White/green wire at the brake light switch must have 12v power from the horn and stop fuse #42 in the engine compartment.
Green/white at the brake switch must get powered up when you push the brake pedal down.
20 pin harness junction connector in the drivers kick panel, is it completely locked together? Pins all straight, none damaged inside? Power for the brake switch runs through it (white/green wire).
As far as the shifter lock,
PCM has control of the interlock
TPS input is used, the throttle must be closed before the shifter will release
Brake switch is used, must have power from the brake light circuit to operate shift lock solenoid.
Interlock control unit under the dash, is it connected?
gear position switch on the side of the shifter, is it plugged in and adjusted correctly?
