Is it cranking but not starting/running?

What test did he do for spark quality? If spark is weak it may prevent not from running. Watch the video in my signature at the bottom of this reply.

Has he verified mechanical (crank/cam) timing? The timing belt may have jumped teeth and effected timing?

He replaced the ECU?

Is he sure fuel is getting to the end of the fuel rail? An easy test is to remove the return line (to gas tank) from the fuel pressure regulator, have a helper crank the engine while he catches the fuel with a jar or small plastic bucket that comes out of the FPR.

To test the injectors pull all of them from the head and catch the fuel in a bucket while a helper cranks the engine. He should observe the injectors spray pattern as well during the test. Ideally they should spray evenly and in a similar spray pattern to each other.
