shocks and springs are not adjustable, once they are on, the only way to adjust the height is to put a different set of springs on. They are also the cheapest way to go, not really the worst way though. You can buy different struts to go with them or use the stock ones if you don't want to go very low and have the bigger civic struts.
Coilovers are an adjustable set of springs where the shocks and springs are all encompassed in to one. These are great if you want a slammed car one day, and something a little more practical the next day because you can adjust your height. These tend to be a bit more expensive though.
Either way, you have to get a set of struts to go with them (unless you go for a small drop and stick with the stock struts). And here there are some variations. Search around and you will find the best struts and coilovers, springs are a tad different depending on what you want.
A strut is a shock is a damper by the way, all different words for the same thing.
