Is it allegal to have no daytime running lights in Canada? After I installed my HID, my DRL are gone.

so i heard they were illegal, i knew sombody brought their BMW (no DRL) from US into Vanc. BC. and was charged and had to pay $300-$400 to install. (at the US border).
I installed my HIDs, and im having DRL problems my self... still looking for DIY to fix it.
