You need to tighten the cable. There is a DIY, do a search.

when you pull the ebrake cable is there any resistance? You might have snapped the ebrake line... get it checked out.
Also check your rear brake shoes to see if they're worn out.

How does it work when parking ?? The one in my 05 would be almost worthless for anything but as a parking brake.

The cables could be stretched, the adjustment may work but do not tighten too much.

pull a drum off make sure that theres lining left first.
Check the auto-adjust levers in the drum and make sure they're working (its the threaded rod, there's a finger that advances it and a spring that pulls it back (just below the wheel cylinder).
While you're in there, make sure the e-brakes are connected (behind the shoe towards the bottom)
If that stuff looks in order, then search for how to adjust the e-brake cable (its posted numerous times).

It sounds like the cables just need to be tightened.
