My tires rub again the front black thing

My tires rub again the front black thing
What that thing called? My tires is rubbing agaist the black thing, it some kind of tires cover. It burn a hole into it. Can i replace? How much for each side?

**** I dont remember what there call, I think mud flaps maybe, but they are like $50-60 for each piece. there are 3 on the front.

I used zip ties to tie em to something so they wont rub. Some times they come out of place because of highway driving now they hardly ever touch the wheel.
