Right rear keeps blowing out

Right rear keeps blowing out
I have a 97 Civic EX with 17" rims... The rims are generic so I don't know much about them. I got the car in October of 14 and haven't had any problems with it until 2 weeks ago when I was on the highway and my right rear blew out... It left a cut in the tire on the wall of the tire facing towards the car. So I got a new tire and a week later the same thing happened on the highway... I don't know if the tire is rubbing on the control arm (I think that's what it is) or what but it is very close less then a quarter of an inch away from it and the tire looks like it's been rubbing but the left rear is that close and hasn't blown... No idea what's wrong with it. I also put the stock rim back on and it give a whole inch or inch and a half more space away from the control arm... Any idea on what might be causing my tire to blow out?

Sounds like if you found obvious rubbing evidence then it needs the suspension inspected closely for looseness in the bushings and unwanted movement that's letting the tire come in contact the arm, and if nothing is found then possibly some spacers to move the wheel and tire outward away from the obstruction (both sides).
