Rough Idle when A/C is "OFF"

Rough Idle when A/C is "OFF"
2014 Civic EX with 51K
1 - After warming up, the car rough idles. If I turn the A/C on it instantly idles normally. As soon as I turn the A/C off it rough idles again. I can also get it to smooth out by cranking up the stereo or ventilation fan without the A/C on. Started a few months ago.
2 - When driving around 60km/hr there is a short drop in velocity followed by a sudden speed up. Not sure if this is a transmission skip or something else. Only has happened twice (both times this week)
