High Idle at startup

High Idle at startup
I replaced the Idle control valve, map sensor, and throttle positioning sensor, it was surging at idle previously. Now when i start it up it revs to 3000-4000rpm and wont come down unless i disconnect the map sensor or place my hand over the intake.
I have checked the vacuum lines for leaks and cracks in the lines, all seem to be good. Not sure about the vacuum switch?
