Idle oscillates from 200 to 1000rpms?

I need some help here. My neighbor just called and his 1991 integra ls is not running right. (i know this is a civic forum, but there is only 1/16 the members on acuraforums.com)
Anyways, he states the idle is oscillating back and forth from 200 to 1000 rpm's.
Does anyone have any idea of what the prob. could be?

well idle fluctuations are usually from a bad TPS (throttle position sensor). replace the whole throttle body if you can, cause its alot easier than trying to install and calibrate a new tps.

Ok, 2 different answers...... Is there a way to ohm out the tps, and iac valve with a meter to verify which one is the culprit? He doesn't make a great deal of money so i dont want to make him purchase a fsm. Thanks for any and all input!
