Engine cuts out at high rpm
I have a 1999 honda civic lx with a d16y7 that i just put a decent amount of work to it to put it back on the road and it was running fine and all of a sudden it won't rev past 4500 rpm and will sit there and berble like its running out of fuel or an ignition issue, I was going to start by checking for vacume leaks and fuel pressure but after that idk what else i should check or look for, I would appreciate if anyone that has had an issue like this could help me out and give me some ideas of what it could be.

I concur. Check for codes. Your car is in limp mode, and it could be a number of things causing that. Finding out what code is causing limp mode will help direct you where to start looking as opposed to chasing the limp mode symptom.
Case in point, I used an APEX'i VAFCII as a tuning solution for a turbo build, and the shop hooked up the VTEC control wires and manually set a VTEC engagement point at about 2500 RPM. ECU didn't like it, threw a VTEC code, tossed it into limp mode. I reverted the VTEC control back to stock (ECU controlling VTEC engagement) and it went back to normal. I've also had limp mode due to MAP issues (also due to boost build), crank sensor malfunction (I damaged it during a timing belt change), the list goes on.

I don't think it would have anything to do with vtec because mine is a non vtec I probably should have mentioned that in the original post and the only code that I have is for the airbags, so far I have checked for vacume leaks, changed the plugs and I'm about to check my fuel pump and tps and see if that could be an issue. i was also thinking it could be the cheap Chinese distributor that i got but it ran fine for a while when I put it in so idk. I have also discovered something new if bearly press the pedal it will rev up past 5000 rpm but if go past half throttle that's when it starts to cut out.
