2000 LX - No Start after timing belt, ignition coild

My vehicle is a 2000 Civic LX 1.6 D16Y7 (non VTEC). It has a TEC distributor. I followed Eric The Car Guy's Video to replace timing belt and water pump. The crank sensor is in place at the crank shaft. The timing is on. All the drive belts are on and really snug. I also replaced the oil pan gasket. It wouldn't start and I replaced the ignition coil after visual inspection. The original spark plug wires were also not making good connection with the new plugs, so I have new NGKs. Battery corrosion is really a problem on this vehicle and corrosion had gotten into the fuse box and the starter terminal. I cleaned everything well. I had the battery checked and put a charger on it over night. It still won't start. I notice that the first few turns it sounds like smooth, lacking the pulsing that is so familiar before an engine fires. I assume that is lack of compression due to fuel wash in the cylinders. After cranking for 10s the familiar pulsing sound occurs and It will even fire on some cylinders. I've confirmed I'm getting spark at all cylinders. The exhaust manifold is attached with cat and the 2 sensors and the next section. The rest of the exhaust is dettached.

Possible problems:
* Timing belt tension too tight?
* compression - how to test?
* too much fuel in bores?
* random sensor failing?

Does it start of you spray starter fluid in the intake? What do the plugs look like after cranking? Verify timing marks?

It doesn't start with starter fluid. I did a compression test and the numbers were very low. I did a leak down test and the rate of leakage is quite high. I think I bent the valves. I had to use a puller to get the timing belt sprocket off the shaft, and I must have rotated the engine during that process. I'm hoping to pull the head and get a valve job if it isn't too much.
