Surging Issue cleared by engine restart

Hi all!!!

I have been dealing with a surging idle issue with my 1998 Civic LX 5 speed standard for some time now. I have followed most of the suggestions on this forum as a lurker with no success in dealing with the problem, which is as follows:

Cold start the car runs fine but after about 10 minutes the car warms up and then it has a surging idle (when stopped) but then bucks hard when letting off the gas or applying gas when in motion. Replaced the IACV, bled the air from the cooling system, cleaned the throttle body, etc etc etc.

Today I got so frustrated with the bucking that I pulled over and turned the car off and then turned it back on and THE PROBLEM WAS GONE!!! Only to return about 10 minutes later. I tried a ECU reset, and that did nothing. I am convinced it is some sort of electrical problem as an engine restart will cure the problem temporarily. Is it possible my computer is messed up? If so how much am I looking art to replace it?

I have the exact same problem with my 2000 civic lx 5 speed I've just been turning the car off and on when it happens but a fix for it would be nice as it is really annoying. Have you found a fix for it?
