1999 Honda Civic DX Downstream 02 Sensor Malfunction / P0141

1999 Honda Civic DX Downstream 02 Sensor Malfunction / P0141

Since i bought the car it has had a P0141 Oxygen Sensor Heater Circuit Bank 1 Sensor 2 (Downstream) code. I did a resistance test on the sensor itsself aswell as well as a a continuity test on the wires going from the sensor to the PCM but both seem to be ok. What could be the problem? Is it a big problem or can i just ignore it? (the car is a cheap beater)
