1996 honda civic VTEC and speedo not working

1996 honda civic VTEC and speedo not working

So i have a 1996 honda civic ex (swapped to manual) and i went ahead and took out the tranny to replace the clutch and replaced other stuff along the way within the engine. When i was done i realized that my speedometer was not working anymore and my vtec was not kicking in. I went ahead and bought the speed sensor not knowing what could of been, but that fixed nothing. i researched and i found that fuse #15 has to do with the VSS. when i looked i realized that it was blown. i also saw that a common problem for hondas is a connector that shorts out right over the intake manifold bracket and causes said fuse to blow. I looked at that connector and the wires leading to it and everything was fine. i have tried looking for where the short could be or what could be causing the fuse to blow but i have no idea what it could be at this point. I also disconnected the ELD, the cluster and the VSS and it still shorting out so none of those things should be the problem

Is it an OEM speed sensor? Honda engines don't love some aftermarket components, so that may be causing it to blow. Not sure about the vtec, but it could be the same.

Check all engine, transmission and chasis grounds for good contact and tightness. Use only an oem speed sensor and not a cheap aftermarket one. Also the speed sensor must match-up exactly in gear teeth and rotation direction as the transmission's original one. Spray the speed sensor harness connector with a quality electronic contact cleaner.

i will try using the oem one but like i said i tried disconnecting the vss, eld and cluster all at once to see if there was a short in any of those and even though they were all unplugged it still blows the fuse over and over.

i just checked the vss plug and im getting a ground and a 5 volt but im missing the 12v coming in

Are you sure you checked that harness that runs by the belts correctly?

i have checked some of the harness, does anyone have a wiring diagram for the vss showing how it runs to the speedometer and to the ecu? i want to look over all the wires

actually it doesn't have to do with the vss, the vss is getting signal and everything, its fuse 15# every fuse had the top and bottom lead for all of them the top lead has the 12v and the bottom is ground but for 15 is the opposite. the top lead has ground and bottom has 12v idk what could be happening. im checking for shorts but haven't been able to find any
