Won't start when and after it rains

Hello all,

My 95 Civic has an issue with water and/or moisture.

Like the title says, it won't start when and after it rains.

Funny thing is the hood is closed and the stuff under it appears dry.

If I wait a few minutes, the engine light will finally go off (with a little mechanical sound and click like the fuel pump priming), and only then I can start it.

If it doesn't rain and the light is on, it starts right away.

I've recently changed the dist.cap, rotor, coil, wires and plugs for a tune up. Same problem persists.

When it rains, I need to leave plenty of time to allow the wait needed to start.

It's a real nuisance when I'm in a hurry to get to work because it sometimes takes up to 10 minutes with the ignition ON until I hear the sounds and the light go off.

Any suggestions would be appreciated.

Something under the dash is maybe getting wet?

No. Nothing inside is wet.

I'll guess it needs an ECM
