2000 Civic LX-V P1298, No Start, & Blowing Fuse 15
Hello there,
About two weeks back, I was driving home from work and all of a sudden the speedometer went straight to zero and the odometer stopped working. A minute or so later, the CEL came on and my D4 light started flashing. Car was in limp mode for the rest of my journey home. Tested the codes when I got home and found P1298 (ELD Circuit High Voltage), P0135 (O2 Sensor Heater Circuit Bank 1 Sensor 1), P0141 (O2 Sensor Heater Circuit Bank 1 Sensor 2), P0758 (Shift Solenoid B Electrical), and P1768 (Problem in Torque Converter Clutch Solenoid Valve B Circuit). I had a weeklong vacation coming up, so I parked it on the side of my house to deal with later. Before my trip, I fired it up once more and cleared the codes. The P1298 and P1768 immediately came back. I had done some reading and saw people talking about fuse #15 blowing. Sure enough, mine was blown. And it blows every time you turn the ignition on (1 click before turning over). When I got home from my trip, I went to fire it up. It started for about a second, and sputtered out. This car has never done this to me before. Now, it just cranks over without starting. Fuse still blows, listed codes are still there. I have a list of parts in mind, but just wanted to check here and see if there was anything I could do before I just start throwing parts at it. Thanks.

There's a wiring harness that run by the belts on the backside of the engine, check and see if it's damaged. Otherwise start looking for damaged wires elsewhere in the engine bay

if you don't find damaged wires from top, you won't have any other option than digging thru everything.
most wiring goes thru the firewall, if you can't find from top, it will be inside (behind and under dash)
if you are not handy with electrical work, it's best to either find a friend who is or call a shop to look at it.

Yeah, I figured it was some sort of electrical problem. I'm not too well versed with car electrical, how can I go about tracking a short? I figure unplugging the components that are throwing codes and seeing which one blows the fuse?

there are quite a lot of cases that a rodent got in the car and chewed wires...
who knows?
you will need to check yourself, we can't do it from where we are - in front of a computer monitor.
