1999 civic ex, noise coming from abs with soft pedal.

Just bought a 1999 civic ex, I swapped my em2 civic brake kit onto it and it fix just fine but now the pedal is soft after bleeding the brakes, multiple times, replaced the brake master cylinder and the rubber seal for the rod behind it, the sound is still there and the brakes are still soft, it builds pressure after rapidly pumping it when the car is off, when it’s turned off the pedal sinks to the floor with no effort at all. The only other thing I could think of is replaced the abs modulator and swapping the old calipers back on. Anyone else had this problem before?

May need to bleed the abs unit.

EM2 is a 7th gen civic. 99 is a6th gen civic.
I have not checked compatibility, if they are the same fine, but if not it could be related to the issue

It fit onto the car just fine, i swapped the old calipers back and abs bled the brakes with the car on and that seemed to work, I don’t know exactly what caused the problem but I don’t feel like messing with it any further it works now

just keep in mind they could have also changed the piston ratios between master and calipers. That could negatively impact the braking. 7th gen grew a lot over the 6th gen, it could have happened.
