Ebrake fix

My ebrake never fully disengages is it because the cables aren't evenly placed? Like is that middle part supposed to be in the even? Also my rear drum brakes are bad and I am about to replace them.

Yes it should be relatively even, based on the pictures you've posted you should replace the cables as well
