Shudder at 35-40mph

I wish I could better describe the issue, but basically odd vibration/ shudder at 35-40mph.

It only occurs at this speed under low load and rpm 1500 - 1800 rpm. Higher speed, higher load, higher rpm, the symptoms don't exist.

2003 Civic LX 1.7 with automatic transmission

Check for loose suspension parts, and also try swapping the tires front to back and see if that changes the vibration

Check the EGR valve and ports for carbon buildup restricting flow. Symptoms can be described as driving over washboard roads while trying to maintain constant speed.

I swapped tires front to back and problem still exists. I did a shake down of suspension, but didn't find anything. I am fairly confident it is coming from the passenger side of the vehicle.

Sadly, this 03 LX model of 1.7 does not have an EGR valve.
