07 Cabin Fuse Box Swap Results in Flashing Green Key [solved]

I'm working on my sister's 2007 Civic, which has a problem with the fuse box. We acquired a used fuse box, swapped them out, and now the immobilizer is active and the car won't start.

Is there any procedure that I'm missing or any other reason that a used, but supposedly working fuse box, would cause the immobilizer to activate? I've swapped both of them out twice, so I'm confident that it wasn't a problem with the swap, but before trying to return the used fuse box and get another, I'd like to know if there might be any other reason that the green key light flashes.

Thanks for any help you can give!

edit: Upon further research, the IMOES unit (I think) is contained within the replacement fuse box (MICU) and needs to be registered with the ECM, which is why the immobilizer is active. I would delete this post, but can't find the button for that lol.
