Dimming lights

Hello,

I needed to ask someone if they now why. The problem is when I’m going out in the night turning the car I wait for the engine to worm up; 2007 Honda Civic si, ready to leave I turn my headlights to ON then a shortage shows. The revolution limit moves. Like a current pull. Another one is having the headlights on and turning the wipers on the headlights dim momentarily. It I turn of and on the wipers it going dimming the light. There’s a new gel battery. New terminals and ground wire, alternator has been checked at autozone. After doing all I could. Idk what it can be, or is not working how it should. Can someone help please. Iv done a lot to say the problem is almost gone. It has changed to less but I want a dependable car not something that everyone knows. Something Obviously not good.

Could be normal, compare with another civic that's the same year. Not sure if they still had ELDs in those cars, but what it would do is control the alternator output making it do what you're describing
