bogging in 1st

Today my civic was acting strange...another day also but i really noticed this time....When i filled up my tank and went to gun it outta the gas station the vic bogged really bad in first...but was fine in second...like i had to warm up the car...but i had allready been driving the car before the gas station which confuses me....I have an underdrive pulley and im wondering if its slipping or something...Could this be? i tightned the belts pretty tight.
