I have a issue with the power window lockout

I have a issue with the power window lockout
Today I pull up to the drive through at the bank and my window in my EX Coupe wouldn't roll down, I thought maybe the window switch went bad or blew a fuse. So I checked the fuses and messed with the switch for about 10 minutes and found nothing wrong but the window still wouldn't roll down. So now I'm mad thinking I have to take it to the dealer, so about 5 minutes ago I went back out there and then realized that I had my nephew in the car yesterday and locked the windows. So I press the button to unlock the windows and low and behold my drivers side window works.
So my question is: the power window lock button locks both the windows? If this is the case that has to be the stupidest design by Honda.

The lock-out button should not effect the driver's window...
In my EX Sedan, I leave the lock-out button on so that I am the only one with controls to the windows...But it does not effect the driver's window...
Looks like a trip to the dealer if it were to happen again...

Yea, I have the sedan and can use the driver's window when the lock is on. I can't understand why I don't have control over the other windows as well. That's messed up imo.

Now thats weird when I put lock on mine I can still control my drivers window but not the passengers. Humm it really sucked when I first got my tint done because I couldn't lock my own window argggg so I would have to really remember not to roll it down but the lock saved me from having to re do my tint since the passenger in my coupe always rolled the window down. HEHE
