Drain out old gasoline
Refill with fresh gasoline
??????
Why was it sitting for so long, what problem did it have that nobody wanted to fix?

Re: 2002 honda civic running issue
disconnect battery, wait 15-20 mins, reconnect battery and start car, making sure all electrical loads are off (lights, blower, radio, etc), let car run for around 20 mins or until the fans come on and off twice

One dead cylinder miss?
Cylinder contribution check to identify if one is "dead" and not firing...
Then check ignition, spark, compression, etc....
Possible stuck fuel injector? (tap on injectors while it's running, maybe you can jar a stuck one into working again)
