Hey everyone ... newbie here. Well, not to cars but to this forum.
I just inheritted an '04 with only 30k miles
I find the engine doesn't sound like a Honda to me. I have had quite a few and this one sounds a little more 'loose'. Just wondering what you think about the belt with respect to its age not miles.

Secondly ... I've heard that if I'm having the timing belt changed that it would be a good idea to have the water pump changed at the same time (save on labour later).

I personally think the belt age is certainly a factor. At 11 yrs, I would plan to do it soon. Check the valve clearances? Maybe they need adjusting.
I would drain & fill the tranny for sure, but congrats on a really low mileage 7th gen!

I am not a mechanic who would i bring it to have the valves checked and how much is a reasonable price to have them adjusted and should this be done before or after timing belt replacement? Also should i replace water pump too because of age?

For both of the cars with super low miles, I'd probably just inspect the pump for leakage from the weep hole (seal leakage) and around the flat areas (gasket leakage) while it's apart, then decide.
It's time to replace the coolant at 10 years too, and I'd use only Hondas blue type-2 premixed.
IMO water pump problems dropped significantly in the years since since they switched to this as the factory fill coolant, so I think it's good stuff.
At the shop we don't automatically stuff water pumps in with every timing belt job anymore.

I recently posted about my timing belt change and I'm not a professional mechanic.
I've had my Civic for two years and I've done quite a bit to it. Most with the help of this forum.
You have to start somewhere. See if you have a friend who could give you a hand. It can be fun to work together with someone.
When you change the TB you have to take off the valve cover and its a good time to replace the gasket if it is leaking or seeping oil. Get some permatex or Hondabond and a new gasket. I would change the alternator belt and power steering belt while you have them off to change the TB. I would also adjust the valve clearances at the same time.
You can buy some parts (like Denso or NTK parts) from Amazon or Rockauto, but do not buy cheap stuff off Ebay....
