my 2001 civic dx iddles

My civics speedometer has a iddle when I start the car. I checked all fuses from the engine hood all are good, a mechanic tried to scan for codes but when he plugs in the scanner doesnt read or turn on the scanner at all? He told me it would be the main relay or computer, I need help, should I start woth the relay?

...what?

I don't think you know the definition of "idle".

Idle is having the vehicle running while it is not in motion. At this point the engine rpm, or, rotations per minute, will be rotating at 1100rpm while cold, or 750rpm hot.

So every engine should idle.

Are you referring to a "lope at idle"? Where the rpm at idle shift up and down, without any driver input to the accelerator?

Do you mean the gauge needles shake or twitch several times when you turn the key on?

a mechanic tried to scan for codes but when he plugs in the scanner doesnt read or turn on the scanner at all?
