Drivers Seat Bolt removal?

Drivers Seat Bolt removal?

I have a 2005 LX Civic. Does anyone know if(or how) the bolt on the underside of the drivers side front seat comes out? On the top side of the bolt, there is some sort of cap. Does the cap come off that allows you to take the bolt out? The back side of the bolt has a nut on it that I can't get off. Has anyone ever been able to get the nut off? The bolt that extends from the underside has broken off and I am attempting to replace the bolt.

The picture that I am attaching shows the bolt with the nut that I am attempting to remove(#12) as well as the bolt. The bolt that I am wanting to remove is the rear bolt(the one that has the line pointing to it(#12) not the front front pictured).

Any ideas. Thanks for the assistance.

I have a feeling that what you want to replace is built in as part of something else. You'd have to fabricate something?
