Alternator Issue

[ Ignore following post. Through advanced search, found out that my car has the ELD option and this behavior is normal]

Howdy Civic engineers and experts!
I acquired a 4 door 2002 Honda Civic. I'm no expert on this vehicle and I'm more accustomed to the old style charging systems that do not involve the PCM, but the traditional built in regulator with the charge light, etc... I'm new to this car, but not new to automotive mechanics. I have intermediate to advanced knowledge of automotive electrical, and am more then capable of trying any advanced tests, short of an oscilloscope.

Now here comes the crazy super technical question,

Since I got this car, I noticed that I can hear my blower motor fan doing small increases in rpm every so many minutes. So one day, (while I was parked with the gf shopping in a store) I just so happened to have my multi-meter beside me, and thought I'd probe the cigarette socket to see if there's any voltage fluctuations taking place with the car running. Sure enough, there is.

Here's the problem; The car will read about 14v. Not 14.4v. It will hover here for about a minute, then it'll just die off to 12.8v. It'll sit there for 30 seconds or minute or so, then go back to it's 14v...
It'll continue this vicious cycle forever... This obviously explains my blower speed variations. I also see it slightly with the headlights.

Now I know some newer vehicles (not sure if it's Mazda or Honda) have some weird PCM controlled voltage regulation that does actually let the car die down to practically battery voltage and so forth. (Some new way of keeping the cars more fuel efficient) Since I'm not familiar with how the electrical system is supposed to work for this Honda, I'm curious as to what my problem could be, if I even have one?
My battery is able to stay properly charged. I'll get the alternator changed, if it needs this. I don't want to find out I swapped out my alternator and still have the exact same electrical issue because of some weird BS with the PCM acting stupid. I have zero trouble lights/engine codes.

Even if you don't have any technical answers, if someone could verify their 2002 Honda does NOT run with the fluctuations that I posted, then I'll start investigating further to possibly changing the alternator.

Also, this car is in absolute mint condition with only 85,000km on it and ZERO rust. Connections are all clean like she rolled out of the showroom... It's quite impressive for a 10+ year old car.

It's not new at all. Honda has been doing this since at least the 80s, if not earlier.

I remember the days of flickering, and dimming at idle headlights. Not a hint of that on either 7th or 8th gen Civics.
