Car tinting ****ed up my defroster :(
i just got done my tints on all windows 2 days ago and yesterday i noticed while running the defrost it only works on the half of the rear windows the other half stays frosted
now i dont know if that guy is going to own up to it i think i need to replace the whole window now right ?

I bet you can't prove all the lines worked prior to the tint job. Good luck with that.
The top couple rows are NOT defogger lines, they are antenna lines.
You should be able to see they don't connect to the rest of the grid.
That said, if any of the lines are broken on the actual defog grid (it only takes a scratch to break the connection), you can repair them to a certain extent.
You have to be able to locate the actual break in each line, and they can be damn hard to see.
THEN you'd have to get the tint off without causing more damage.

im freaked out this alone if i plan to change whole window is going to cost me abt 5 bills ( I think) .. and i cant really tell my looking at it if there are any lines broken and yeah it is the top few lines thats not working,. If you think a good mechanic is expensive, try hiring a bad one

The top few lines are not part of the defogger grid.
Replacing the window cannot make them defog.

So could it be wiring issue that he messed up ? may be not the lines.. ITS FROM TOP TO ALMOST MIDDLE that doesnt defrost.. rest is fine and i cant see any VISIBLE scrathes on the lining

TO ALMOST MIDDLE
Once the break in a line is located, it will be easier to see the breaks in the rest. Typically I find them all lined up in a row, more or less, from an action like washing the inside of the glass and scratching it with a ring or a watch.
But your guy just tinted it, IDK what might be a typical place to look in that case.
I'd use a voltmeter or a test light to find the break points.
