Help: Electrical, headlights pulsing

97 Civic Dx opens fuse #15 under dash when you turn on headlights and reach 4th gear. I've replaced the VSS, tested the speedo head and even swapped a known good ECM. At highway speed all lights flash/pulse and the speedo goes to 0 or 120+ wacky.
I followed the troubleshooting procedure for diagnostic trouble code P1298. First corrected an open in #15 fuse and found another open between the Electrical load Detector (ELD) 3P connector terminal No. 3 and the ECM/PCM connector terminal D16. I ran a new gr/red wire and got continuity. Before doing the last check for ELD malfunction I started engin and tuned on the headlights. All apeered fine in idle so I road tested. Just before the auto tranny shifted into 4th ~45mph the #15 fuse opened again.
New fuse and I was able to drive 80 miles to work and back up to 75 mph with no problem as long as I didn't turn on the headlights. I havn't had time to conduct the last check of the ELD measuring for a "drop in the voltage when the lights come on." I figured a blown fuse = a change in voltage so I ordered the $25 ELD 3P connector. Will install this weekend and test use of lights. Should I instead be looking for a short in the headlight wiring?
