Air leaking through vents when off

Does this happen to anyone else? I can even feel cool air when the thermo is set to cold with the fan all the way off and the same when you turn it to hot, is this normal??

Not sure what they call this but you know those buttons below your radio (air circulation looking thing/something else/rear defrost? well push the first one and that will stop it. when riding with windows down i use this to stop my windshield from fogging up.

if it is set to fresh air mode, it will draw air in through the vents by the windshield. If the car is moving, this will happen even with the fan off.
