Brake Lights Not Working

On my 2006 Civic hybrid, the brake lights have stopped working. However, the third brake light in the rear window DOES work. I was pretty sure it wasn’t the fuse since all the brake lights would probably go out, but I checked it anyway, and the fuse is fine. I also connected my multimeter to one of the bulb sockets and there is no voltage getting to the bulb. So my problem is somewhere in between. Are there other components in this circuit or have I definitely got a wiring issue?

Also—and this may be completely unrelated—the cruise control button on the steering wheel has stopped working. In other words, I press the button down while driving at highway speeds, but the button won’t stay down. The cruise control light comes on when I hold the button down, but goes off immediately when I release. So the only way I can use Cruise control is if I hold the button down. Like I said, that may be unrelated, but I include it here in case since I know the cruise control is disengaged when I tap the brakes so those systems are interconnected.

I don't have schematics for the Hybrid but I like to think they'd be the same for brake lights. The non-hybrid schematics show all three bulbs fed from the same source and grounding at the same place.

Thanks BrotatoChip. So in that circuit there's obviously the switch at the brake pedal that turns the brake lights on/off. I wouldn't think that's the problem because, again, the 3rd brake light works. What else is in the circuit that could possibly be failing? I think I read that some Hondas have a brake failure sensor to trigger a warning light on the dash? Do these Civics have that and could it be related?

They all share power/ground. If the third brake light is working but not the others:
-Cut/damaged wires/terminals somewhere between the splice and the taillight connector.
-Both are burnt out and your meter just didn't measure voltage properly?
