Worth keeping or not?
I own a 2009 Honda Civic Sport. The last time I took it to the dealership for service, I was quoted $2,390 (parts & labour) plus tax for the following work:
Also, which of the recommended jobs are a must-do to safety certify the vehicle if I were to decide to sell?

- recommend replacement of rear pads and rotors for worn condition
- recommend replacement of rear shocks for leaking worn condition
- recommend replacement of right front inner tie rod end for loose condition
- recommend replacement of front swaybar links - missing tabs that hold them together - about to break
- recommend front brakes service - 5-6mm pad life
Also, which of the recommended jobs are a must-do to safety certify the vehicle if I were to decide to sell?

tie-rod for sure is a must
and brakes if they are in need

All that is necessary for a safety, ultimately it's up to the mechanic. All simple jobs you could do yourself, just needs an alignment afterwards for the tie rod

Any car you already own is worth keeping unless it has major, major problems like engine damage.
Pretty much all of the issues you have listed are completely doable by anyone with half a brain and willingness to do a little work. Most of them don't even require special tools. Maybe tie rods and sway bar might be one I'd farm out but I never let anyone else do my brakes and oil changes. I can get it done and I mean a solied job for a fraction of the price that most mechanics will quote.
I have had shops quote me INSANE numbers for brake jobs that I ended up doing for like a 5th of the price. Shocks? just buy them and replace them, they're a pretty easy one to do too.

?!? Sway bar?!? They are easy
tie-rods require alignment afterward and might require wacking them out, but anti-roll bars are easy (if the nuts are not frozen or rounded - same applies to shocks, except shocks require alignment depending on suspension type)
just noticed this was in wrong section - moved to mechanical issues section from general 8th/9th gen section - acknowledging it is a mechanical issue is the first step to solve an issue
